Okay so I got this idea well on the school computers. The logon's for the student access have a file in them called User.dat. Now I know that when the Admin wants to fix an account she can edit that file to fix it so I was wondering what kind of app I could get to edit my own User.dat file, maybe Vim I was thinking

As long as the file is an ASCII text file and you had the correct permissions then it should be possible.

But check the AUP first...

Having said that - I'm not convinced that user.dat is your user information, windows uses a file called user.dat to store customistaion data for directories.
