I know I can use:

iptables -A INPUT -s 4.229.5.0/24 -j DROP

To ban 4.229.5.*

How can I ban 4.299.*.*?

Would 4.229.0.0/16 work?

I can't see why that wouldn't work. You're banning an address range with 255.255.0.0 netmask, so, 4.229.0.0/16 should work as expected.
