How to copy files from one linux cpu IP to a second linux cpu IP?

There are several methods.
Using FTP server on one PC and a FTP client on the other.
If the PCs are not on a local network I would use SSH and use sftp as a secure method of transfering files.
Another method is to configure NFS which would be mounting a remote filesystem. Then you can either use the command line or file browser to copy files.

in short what he is trying to say is you can't just type in a command like cp 192.168.1.1 file.tar or anything like that. You are going to need a program to do via something like ftp or ssh.
