I'm running Red Hat 8.0 on a Acer Altos G300 with APC Smart UPS controlled with APCUPSD software to shutdown the system on power failure and low battery. On shutdown the system powers off. In the BIOS the power options only allow 'Last State' when power is restored, which means the server will not start up again when the UPS wakes up on power restore. How can I make the system power up automatically.

You can wake up a computer over the network after it's been shut down. If you're able to do this, you can probally find a program (one of the ones listed on that site may work) that will automaticly turn on the computer if it senses that the computer has shut down.
