Is there a way to set Samba up so that it does not require any passwords?

If you don't want passwords, I'm guessing you don't care about usernames.

Try enabling Guest Access on a share - then your users don't have to supply usernames or passwords. If you want users to be able to write to files, you'll have to enable Guest Access OK (in SWAT, something similar if you're doing smb.conf by hand.)
