From what I can determine Fedora 7 has glibc-2.6. If you have not done any updates which have not been available since 2008 has scp ever worked? glibc-2.8 was not used until Fedora 9. You have not made any changes to the system at all since 2007?

glibc is a common to many applications and if you upgrade for scp you could break everything else.

The current version is Fedora 14 and if possible I suggest you install it.

It looks as expected. So something has been changed, updated or modified.
