Whats this Lie-nix Thing?

I need to upgrade from 3DES to AES-256 encryption and have the following questions:

Im looking to get a very rough level of effort as far as timeframe to implement, very rough description of the steps involved and very rough cost estimate.

For example:

LOE 4 hrs

Remove X, install Y, mod xyz configuration parameters, etc

You have not provided any specific information to provide any help. Like operating system etc. How are we to guess costs? IMHO it is mostly based on what the market will bear in the location where you are doing this work? And if you are estimating this work for a job to perform yourself what are you going to pay us for doing all the background research.
