How do I decrease the scroll wheel speed on my mouse?

Have you tried googling?
Do not have a crystal ball or can read minds.
What linux distribution / version are you running?
What desktop KDE, Gnome etc.

Sorry about the lack of info. I have SUSE 10.1, Gnome and a wireless laser mouse (MS 6000).
The Control Center mouse settings don't have any options for wheel speed.
