Whats this Lie-nix Thing?

Hi Guys,
I'am using a 486 pc to put a single fllopy linux print server with 3 printers from this web page

I was hoping some might be able to show me how to set the Hard Drive spin down (or standby) time, so the drive is not spinning 24/7.
Someone give mi this instructions:
/sbin/hdparm -u 1 /dev/hda
/sbin/hdparm -S 12 /dev/hda
The problem is then How do I get Linux to remeber these settings, someone told me to put the commands in the rc.local file, but I don't know how to do that

Any Help would be appreciated.
