Please don't ask how this happened, but....

I have two HDs on IDE1, and two CD drives on IDE0 on my PC which is currently booting using LILO. I have several flavors of Linux that I am playing with. All are currently on /dev/hdc on IDE1. I want to rearrange all drives byrearranging the cabling. Can I then boot from my boot CD, using root=(path to correct boot ) boot parameter during the boot pause, followed by editing lilo.conf to get the correct booting data?

Be sure you run lilo to update the changes. You also need to change the /etc/fstab too.
