I believe I have a video card problem. When I boot it locks up whether I choose a generic video card or another ati driver

What distribution? At which point does it lock up? How did you configure X / the graphics?

Does ctrl-alt-backspace "unloick" it? And does ctrl-alt-F1 take you to a console login?

fedora core 3, the crtl alt f1 or backspace didnt get me anywhere. this may be another problem entirley.I noticed while booting I am getting an error that says bios error no PSB could that be my problem even though it continues to boot?
