when i see the folder it has a lock on it and when i click on it it says i dont have permission to open it how would i open the folder?

I'm assuming by "having a lock on it" you mean the icon in KDE, correct?

If this is the case, then this is indeed caused by permissions. Chances are, you're normal user doesn't have the correct permissions to access this folder. You will have to browse this folder using the root user in the console, or you can run konqueror as root to give you permission to view the folder selecting run from the Kmenu and changing the options for it. If you do not have root access to your machine, then you cannot view the folder.
