Whats this Lie-nix Thing?

I just setup a red hat 9 server and I am trying to install some stuff, but whenever I run ./config it looks like it works fine, it says it is checking stuff, then is says creating the directories, and is says it completed successfully, but no files are created. I have tried it with multiple programs, with no avail.

you usually have to run
make
make install
after you run ./config
