I found Corey's TV Tuner guide at:

very helpful.

I was wondering, considering Corey used the Winfast TV 2000 XP card, if it was possible to take advantage of this cards hardware MPEG-2 encoding in Linux.

I don't think that card has hardware encoding ... but if you have tvtime and/or xawtv working and you want to record stuff now, I recommend mythtv. Freevo is also good, but I like mythtv more.
