Linuxhelp _ Technical Support _ Load Trace Problem

Hello,
One of our servers has been experiencing random increases in load - well above 100. These happen suddenly and without warning. I have monitoring software that checks the instantaneous load of the server once per minute and this is happening faster than that. The end result is that we must reboot the server on a regular basis. My boss is hounding me to figure out what is causing these load spikes but I don't have the slightest idea about how to go about it. Do I need to setup a trace on every website we run? Can I setup a generic process trace to figure out which processes are causing the spikes? I am looking for something more than just "Apache is causing the spike." I want something like "The send-email.php script on mydomain.com is causing the spike." Any help would be appreciated.

Server Info:

Linux: Fedora 5
Apache 2.0
MySQL 4.1
PHP 5.1.2
